Board approves treatment plant solar array 3-2

Millbury Planning Board splits 3-2 to approve a solar array at the town's wastewater treatment plant, skipping a perimeter fence. Members Francis DeSimone and Melody Belliveau voted no on both a fencing waiver and the site plan itself for the Upper Blackstone Clean Water project at 50 Route 20, with Chair Bruce DeVault, Vice Chair Paul Piktelis and Clerk Tony Ngo prevailing 3-2 each time. Deputy Director Mike Andrus said the array, built on a capped former landfill, would cut the plant's electric bill by about 10 percent.
DeSimone said flatly, "I agree. The chief is okay with it, but I'm not." The board also voted unanimously, 5-0, to sponsor six zoning warrant articles for fall town meeting: an updated large-scale solar bylaw, a floodplain overlay update, a 250-foot offsite-parking rule, and two zoning-map corrections for split-zoned parcels near Braymanville Village and downtown.
