Templeton Planning Board opens hearing on six-lot Highland Avenue subdivision, orders independent stormwater review. Engineer Chris Anderson of Hannigan Engineering Incorporated presented the 14.1-acre, 797-foot-road project for applicant C1 Contracting LLC, prompting a parade of neighbor questions about an existing pond, a flooding-prone culvert and wildlife corridors. The board voted unanimously to require a $5,000 applicant-funded payment to retain McCarty Associates for peer engineering review.
Department of Public Works Director Christopher De Moranville's written comments sought a relocated fire hydrant and a homeowners association to maintain stormwater infrastructure; the Conservation Commission separately questioned whether lots meet the town's 80 percent contiguous-upland requirement. Developer Ernie Montnow told residents "your concerns are my concerns." On a 4-0 roll call, members Dennis, Kirk and Mike joined the chair in voting to continue the hearing to October 27.
