Rutland's Capital Planning Committee voted to keep current officers in place and compress its fiscal 2028 budget timeline, moving department deadlines to September 30. Town Administrator Heather, who started in January, told the panel the town's property insurer has flagged Rutland for claims running at "about 140 percent of our premium," warning the town could be the second Massachusetts municipality the carrier has ever dropped. She cited a water heater that could have been replaced for roughly $2,500 but instead caused an estimated $262,000 in damage.
The committee set a $50,000 threshold in a new capital-request policy above which departments must submit quotes, photos, and a written scope of work. Members also noted a $5.5 million water treatment facility rehab planned for fiscal 2028 and a $10.5 million sewer pipe replacement projected for 2030. The committee voted unanimously to retain current officer positions pending the return of absent member Annemarie, and set its next meeting for October 27.
