Mendon Capital Planning Committee advances concept for multi-use conversion of a dormant 6,700-square-foot shell building at 8 Morrison Drive. Town Administrator Jeremy presented a rough $15 million three-pronged capital framework — $3 million for library rectory reuse, $4 million for the Morrison Drive conversion, and $8 million for a Council on Aging expansion in place based on a prior Abacus study — projecting annual debt service of approximately $875,000 against roughly $580,000 in capacity gained as existing debt retires, for a net increase of about $300,000 a year, or roughly $150 per average household under a debt exclusion. Fire Chief Bangma and Highway Superintendent John presented the shell building concept, which includes flexible meeting space for up to 100 people, administrative offices for highway and parks, an emergency shelter with shower facilities, and continuity-of-operations flex space; Jeremy said funding is unlikely before May 2027 Town Meeting.

The committee also heard that the town spent over $200,000 on road salt last winter against a $104,000 budget, prompting a proposal for a $25,000 to $30,000 brine-spray system that John said could cut salt use by at least 50 percent, with a payback period the committee described as likely under three years.
