Grafton Capital Planning Committee reorganizes and reviews fiscal 2027-28 capital plan. The committee, which acknowledged skipping its formal capital plan recommendation ahead of this year's town meeting, elected Kyle as chair, Colleen as vice chair, and Leona as clerk at its June 3 meeting. Town Administrator Evan walked members through a two-color printed capital plan — one version as presented to town meeting, one as amended by the Finance Committee — covering roughly two dozen line items for fiscal years 2027 and 2028, including a final $200,000 fire engine lease payment, $127,800 for two police cruisers, a $21,000 taser lease running through fiscal 2028, and a $250,000 annual roof-repair placeholder.

Evan flagged that the plan "after 28 is not great," describing a visible drop-off driven partly by department heads who resist entering equipment before they are certain it needs replacement. A just-completed thermal imaging survey of every municipal roof found Grafton Community Television's building to be the worst in the town's inventory — news Evan said he had not yet shared with GCTV.
