Capital Planning · Meeting of October 27, 2026

Templeton's Capital Improvements Committee learned a $63,944 emergency fire door repair at Templeton Elementary School was already underway after the state's Division of Capital Asset Management granted a bidding waiver. Superintendent Kaysavant told the committee the 500-pound doors, rated to resist fire for 45 minutes, failed an annual inspection because their hinges couldn't hold the panels; the district hired New England School Specialties, the same vendor installing bulletproof glass at the school, and said the fix must be done before TES can keep its occupancy permit. He said the town and district "need to have a bigger conversation" about who ultimately pays, since repairs over $5,000 fall to the town.

The panel, chaired by Justice Graves with members Danielle Kirby and Jess Steadman, also flagged unresolved oversight of a $200,000 state economic-development earmark funding downtown digital signage, and reviewed Templeton police capital requests including an $88,000 fiscal 2028 vehicle purchase.
