Milford Library Capital Requests Stalled as State Budget Uncertainty Looms

Milford Finance Committee's Capital Subcommittee reviewed but declined to approve any of six Milford Public Library capital requests, citing state budget uncertainty. Vice Chair Alberto Correia, member Joyce Lavigne, and member William Farrell heard from Library Director Sue Edmonds and Library Trustees Chair Stephanie Abisala, who flagged two near-critical items: a $15,000 light control panel replacement — the system's 18-year-old motherboards are failing and staff now manually flip breakers to control lights — and a $40,000 front door replacement for the building's 40-year-old entry. The subcommittee directed staff to submit the town's standard documentation for both items but said no capital can be approved until the impact of the governor's proposed 0.6 percent Chapter 70 increase is better understood.

The town has historically spent $3 million to $4 million annually on capital despite budgeting only $1.75 million, relying on free cash. Edmonds also announced her retirement effective June 30 after 18 years as director.
