Fitchburg Finance Committee clears seven resolutions and gets first look at a $22 million debt strategy. Finance Director Misty told the committee at the July 28 meeting that bond proceeds from the 2024 debt issuance are nearly exhausted — down to roughly $1,500 — as the police facility project has consumed funds rapidly, making a new borrowing of approximately $22 million necessary; she previewed a "parameter sale" approach that would let the city time the sale to market conditions rather than a council meeting date. The committee unanimously approved Resolution R-127-26 establishing a recorded Land Use Restriction Agreement for the Efficiency Navigator energy program, closing a gap that emerged when a participating property was sold last year, and approved R-128-26 authorizing a $400,000 implementation agreement with Sustain Dane and Elevate for the 2026 program round.

Also approved: a subdivision improvement amendment for Basswood Drive resurfacing with Sub-Zero Group Incorporated (R-132-26); a $25,000 room-tax transfer for a four-insertion In-Business magazine marketing campaign tied to the Forward Fitchburg economic development plan, presented by Mike Zimmerman (R-144-26); and a 36-month data-center lease renewal with US Signal at approximately $2,100 per month, totaling just over $76,000 (R-145-26).
