Finance Committee · Meeting of October 27, 2026
Douglas Finance Committee recommended eight of 12 Town Meeting warrant articles, including a new prudent investor rule for trust funds. The committee, led by Chairman Dick Vanden Berg, voted 6-0 on most items, including $257,650 in FY26 budget amendments and a water and sewer enterprise fund revision that cuts the approved budget by about $73,892 after the town raised rates in September. Vice Chairman Robert Leonardi pressed to note "this Finance Committee has determined this has no financial impact" on a National Grid easement article, where the committee took no position, along with three zoning bylaw wording changes presented by Community Development Director John Charbonneau.
Investment advisor Brian Germos told members the current portfolio holds "only 15% as common stock." Members also approved October 13 minutes, 5-0 with one abstention, and scheduled a December 8 meeting with the School Committee on the fiscal year 2028 budget outlook ahead of the November 16 Town Meeting.
