Gardner Finance Committee advances capital project oversight ordinance, stalls $1.3 million sewer loan. The committee voted unanimously three times to send Council President George Tyros's rewritten capital-planning ordinance, which requires mayoral project plans before bidding and a public advisory committee on projects over $500,000, to the full council for first printing. Councilor Brad Heglin's added amendment requires a mayor-designated "project lead" on major projects.
Separately, members held up a $1.3 million Sewer Enterprise Fund loan toward a $5.9 million wastewater aeration upgrade, driven by tightened EPA nitrogen rules, pending a payment schedule and rate-impact data; Mayor Michael Nicholson said $4.6 million of the project is already grant-funded. City Auditor Karen reported the city's finances are now caught up through July and earned a double-A-minus bond rating from S&P Global in August.
