Finance Committee Elects New Officers, Backs Warrant
Finance Committee · Meeting of September 30, 2026
Grafton Finance Committee reorganizes, backs $1.25M health insurance fix and townwide data center ban. Kyle Quirk was elected chair, Gregory Marr vice chair and Daniel Cusher clerk, replacing roster Clerk Sameer Rahman, who was absent. The panel voted 8-0 to recommend passage of Articles 1 through 15 of the fall Town Meeting warrant, including $1.25 million from free cash to cover a health insurance deficit from former carrier Mass Strategic Health Group.
"We had to make some decisions that we would not normally make as municipal finance people," said town finance staffer Evan, noting the town's GIC increase of 5.09 percent compares favorably to the 18-to-30 percent increases under the old plan. The warrant also includes a bylaw banning data centers in all zoning districts, $200,000 in sewer enterprise fund transfers, and up to $22,517 for a solar high school scoreboard. The committee took no position on a separate school capital article pending a School Committee vote, and approved its minutes 7-0 with one abstention.
