BERLIN — June 23, 2026 — Berlin Planning Board reviews overhaul of subdivision control regulations dating to the 1970s. Meeting via Zoom on June 23, the four-member board worked through roughly half of a 100-page redline gap analysis prepared by Central Massachusetts Regional Planning Commission consultant Ron Baron and his colleague Gabe, identifying provisions for modernization before a future adoption vote. Key questions flagged for state-law research include whether the regulations' requirements for eight to ten full-size paper plan copies, certified-mail notification to applicants, and check-only payment language are mandated by statute or can be replaced with electronic submission and flexible payment terms. The board also agreed to add a "regularity factor" formula for lot-shape review to the town's zoning bylaw — a step requiring Town Meeting approval — and to require that street names on submitted plans be pre-approved by the board, citing the historical example of Kendall Road, whose name became fixed before the board had formally selected it. Members will individually review the remaining pages and send comments to the board's acting clerk for consolidation; the new building commissioner has been asked to review the draft for enforcement ambiguities.
