Auburn conservation board orders outside review of road-project erosion after contractor skipped required filing. Chairman Michael Garland grilled J.H. Lynch Vice President Greg Lynch Jr. over the company's failure to file a notice of intent before rebuilding South Street and Church Street, both of which cross wetlands, saying "they breached the contract." A Department of Public Works representative conceded Lynch's erosion controls "were not 100 percent effective" after a nearly 4-inch rainstorm on July 30.
On a motion from Commissioner Ricky Arisme, amended by Commissioner Meghan Langley, the board voted unanimously to hire a consultant to assess wetland damage and recommend future erosion controls, with any fines against Lynch to wait for that report. The board also approved tree removal at 14 Riverside Drive and a wetland-delineation extension for 100 Millbury Street, and continued a Dunkin drive-through hearing at 481 Washington Street to August 26 pending a site visit.
