Auburn Conservation Commission revokes DPW's blanket wetlands permit over erosion failures

Auburn's Conservation Commission unanimously revoked the Department of Public Works' blanket order of conditions Wednesday after Chair Michael Garland documented erosion control failures on at least two active town construction sites. Garland said he visited South Street at 8 a.m. before the meeting and found a weeks-long sewer reconstruction project operating without straw wattles, a posted DEP file number, or any other erosion controls required under the blanket permit the commission first granted DPW in 2008. He also flagged a sidewalk replacement on Church Street with a nearby perennial stream and no controls in place.

After sediment was observed washing onto Barbara Avenue and Marion Avenue, straw wattles appeared on South Street only after Garland's complaint email, a response he called "a no-brainer" that should have happened from day one. The commission also voted unanimously to issue a formal enforcement order against DPW for the South Street project and directed DPW Director Joanna Paquin to appear at the August 12 meeting. With the blanket permit revoked, DPW must now file a notice of intent or request for determination with the commission before any project touching wetland buffers — the same process required of private applicants.
