Oakham Finance Committee Approves $527.90 Reserve Fund Dispatch Transfer

OAKHAM — February 11, 2026 — Oakham Finance Committee approves a routine reserve fund transfer and hears a wetlands bylaw pitch. The three-member quorum voted 3-0 on February 11 to transfer $527.90 from the reserve fund to cover a gap between the town's $72,136.70 fiscal year 2026 appropriation for dispatch services and the final $72,664.60 invoice received from the town of Rutland in January. Conservation Commission member Sean Seeley also briefed the committee on a draft local wetlands protection bylaw that would establish $200-per-day fines for violations, extend protection to uncertified vernal pools and isolated wetlands, and prohibit industrial activity near wetland buffer zones — provisions he said are directly relevant to ongoing wetlands violations at 358 Coldbrook Road, the proposed site of a battery energy storage system. Chair Corey Packard pressed Seeley on enforcement costs, definitional clarity around vernal pools, and whether the bylaw could realistically affect the BESS proceeding before the state Energy Facilities Siting Board; Seeley acknowledged it likely could not in the near term but said the measure would give the town tools for future situations.
