Millbury Planning Board reorganizes, endorses sewer-station land deal, and confronts a looming state clean-energy zoning deadline. Bruce DeVault was reappointed chair 4-0, with Paul Piktelis and Tony Ngo returning as vice chair and clerk on 5-0 votes, as new member Melody Belliveau joined the board. The board voted 5-0 to endorse an ANR plan carving a small parcel for the town's Rayburn Drive sewer pump station upgrade.
CMRPC land use manager Ron Barron briefed the board on new state rules requiring a consolidated permit process for solar and battery storage facilities under 25 megawatts, effective October 1. Member Francis DeSimone said he's "sick of this state mandate stuff," citing safety concerns tied to a contested battery storage proposal at 55 Sycamore Street last year. A board-sponsored parking article failed at Town Meeting; Chairman DeVault blamed unclear wording around grandfathered parking.
