Dudley master plan panel hears rents up 37% and home values up 58% since 2014. CMRPC associate planner Anna Walker told the Master Plan Steering Committee that Dudley's median rent rose from $886 to about $1,200 a month over the decade, while median home value climbed from $248,600 to $397,600, with an August 2026 sale price topping $400,000. About one-third of mortgaged units and 44% of rental units are cost-burdened, and the town's affordable-housing stock sits at 2.35%, short of the state's 10% goal.
Walker's draft recommendations include a new ADU bylaw for fall town meeting, adopting the state's 40R and 40Y zoning overlay programs, and creating a municipal affordable housing trust. Members also flagged the town's sewer moratorium, noting Webster treatment costs rose 25%, from $940,000 to $1.2 million, in one year. The committee postponed a vote on the plan's draft vision statement after a member objected to its opening line, and adjourned unanimously with the finalized housing chapter due October 15.
