RDIC awards both proposals, names negotiating team

Rutland's development commission awards both RFP proposals and splits 3-2 on a negotiating team. The RDIC voted unanimously to award proposals to both respondents, including Harvard Classic Homes, directing Town Administrator Heather Butler to send a formal deposit demand letter and start a 30-day negotiation clock toward a land disposition agreement. Members then voted 3-2 to appoint Mike Sullivan, Butler and Seth Knight as the negotiating team, passing over candidates Nick Stampis, Joe Becker and Dave George.
Butler told the commission she is awaiting town counsel's opinion on whether RDIC's special act exempts the town from a Chapter 30B town-meeting vote on the property disposal, a question that could derail a November 19 placeholder warrant article. "I want the check mark that town council says your special act supersedes 30B," Butler said. The commission also disclosed it cannot locate meeting minutes from roughly February through June 2026 and will search members' personal emails to reconstruct them.
