Douglas Zoning Board Approves $300,000 Bond for North Village Phase Four

DOUGLAS — March 4, 2026 — Douglas ZBA approves $300,000 bond for final phase of North Village affordable housing project. The Douglas Zoning Board of Appeals voted 4-0 Wednesday to approve a surety bond covering top coat asphalt paving for Phase Four of the North Village Chapter 40B development, clearing the path for construction of the project's final 32 units. The bond reflects a $298,038 estimate prepared by town peer review engineer Douglas Bush of Haley Ward Engineering, with administration and contingency added. Developing partner Tim Barlow told the board that 92 of 124 total units have been completed and 90 are occupied, with all underground utilities in the ground for the entire site. Two separate disputes — over which streetlight fixture governs the project and whether guardrails were installed per the approved plan — were left unresolved; the board directed Barlow to commission a licensed engineer's illumination comparison report and to update as-built drawings showing guardrails as constructed, with both items to return at the next meeting. The board retains authority over the project's final four market-rate occupancy permits pending resolution of all outstanding infrastructure items.
