Sutton Zoning Board approves Chipotle special permit, advances 40B hearing

Sutton's Zoning Board of Appeals unanimously approved a special permit for a proposed Chipotle restaurant at 12 Pleasant Valley Road and continued a years-long Chapter 40B hearing for a 16-unit development at 168 Burbank Road. The 5-0 Chipotle vote, taken during a work session after the public hearing closed, authorizes a roughly 2,385-square-foot fast-casual restaurant with 25 parking spaces in the Route 146 B2 overlay district, with conditions including directing customers with unready orders to designated mobile-pickup spots, shutting off exterior lights after business hours, and maintaining sight-line triangles free of snow and vegetation. Traffic peer reviewer Kirsten Braun of Chappell Engineering told the board she had "no reservations" holding back the project, though a formal closure letter was still pending.
On the Burbank Road 40B, abutters' attorney Henry Lane warned the board that it is "just not possible" to plow the narrow access road without pushing snow onto neighboring properties, while neighbor Wesley Stanhope challenged the applicant's sight-distance measurements as based on a vehicle only 5.5 feet wide. The board directed applicant Black Pearl Development's engineers at MDM Transportation to provide a stamped seven-year traffic projection, a level-of-service analysis for the Burbank Road and Sibley Road intersection, and auto-turn analyses for construction-size vehicles before the April 2 meeting, when a draft 40B decision is expected.
