Charlton Planning Board Denies Site Plan Waiver for Route 20 Storage Yard

CHARLTON -- February 18, 2026, Charlton Planning Board unanimously denied a site plan waiver for a proposed Route 20 storage container and truck-staging operation, requiring a full site plan submission instead. Building Commissioner Curt Meskus advised applicant Ken Kaszowski, whose asphalt maintenance company is currently run out of his home, that his engineer at Alpha Omega Engineering must enumerate each specific waiver sought from standard requirements before a public hearing, which cannot be held for at least three weeks. "There is nothing more permanent than a temporary occupancy," Meskus told the board. The board approved three other land actions: an ANR for JDH Realty Trust creating six house lots on Worcester Road, an ANR donating a Dzik parcel to the Greater Worcester Land Trust for the Mid-State Trail, and a withdrawal of a Macneil and Sons Construction ANR on Carpenter Hill Road after Meskus flagged an existing structure straddling the proposed lot line. The board also extended the Cayer Trolley Crossing Road multi-family special permit to March 14, 2027, and opened a detailed zoning bylaw overhaul discussion targeting the May 18 Annual Town Meeting, covering use table revisions, frontage definitions, multiple-use lot rules, and the "major residential development" threshold that Meskus described as potentially unworkable and litigation-prone.
