Charlton Planning Board Denies Site Plan Waiver for Route 20 Storage Yard

CHARLTON — February 18, 2026 — Charlton Planning Board unanimously denied a site plan waiver for a proposed Route 20 storage container and truck-staging operation, requiring a full site plan submission instead. Building Commissioner Curt Meskus advised applicant Ken Kaszowski — whose asphalt maintenance company is currently run out of his home — that his engineer at Alpha Omega Engineering must enumerate each specific waiver sought from standard requirements before a public hearing, which cannot be held for at least three weeks. "There is nothing more permanent than a temporary occupancy," Meskus told the board. The board approved three other land actions: an ANR for JDH Realty Trust creating six house lots on Worcester Road, an ANR donating a Dzik parcel to the Greater Worcester Land Trust for the Mid-State Trail, and a withdrawal of a Macneil and Sons Construction ANR on Carpenter Hill Road after Meskus flagged an existing structure straddling the proposed lot line. The board also extended the Cayer Trolley Crossing Road multi-family special permit to March 14, 2027, and opened a detailed zoning bylaw overhaul discussion targeting the May 18 Annual Town Meeting, covering use table revisions, frontage definitions, multiple-use lot rules, and the "major residential development" threshold that Meskus described as potentially unworkable and litigation-prone.
