Southbridge Board of Health begins formal process toward kratom regulation and unanimously extends a sewer-complaint deadline for two Hill Avenue property owners. The board voted unanimously at its July 16 meeting to place kratom regulation on the August 20 agenda — including a review of existing municipal bans, an inventory of Southbridge point-of-sale locations, and an economic-impact assessment — as a precursor to posting a public hearing, after concerned citizen William Powers presented data showing kratom use has risen 1,700 percent nationally over the past decade, that 7-hydroxymitragynine, a component in synthetic formulations, is 13 times more potent than morphine, and that 20 Massachusetts municipalities have already enacted bans. The board also extended to August 26 a corrective order issued to the owners of 23R and 22 Hill Avenue, where raw sewage effluent was found ponding on the ground surface after a June 25 inspection revealed a compromised shared 1939-era clay lateral sewer line with no confirmed town ownership.

A member directed the affected homeowner to the RCAP Solutions RAFT emergency assistance program, which can provide up to $7,000, and suggested an appointment with the town manager to explore a betterment financing arrangement. The evening also produced a deadlocked two-to-two vote for board chair between member Nick Dahl and acting chair Malika, with the vice chair election tabled to August 20.
