Rutland Conservation Commission recommends new floodplain bylaw ahead of Town Meeting, resolves Bond Road tree dispute without enforcement. The panel recommended the town's proposed floodplain management bylaw be codified under the Natural Resources chapter of Rutland's bylaws, a measure needed after FEMA overhauled the town's flood maps in July 2025 for the first time since roughly 1984, preserving residents' access to National Flood Insurance Program coverage for mortgages. Commission member Jared briefed the board on a cease-and-desist case at 59 Bond Road, where a property owner removed several dead trees within a wetlands buffer straddling the Rutland-Holden line; the owner said the trees "could have easily damaged our home" after one previously fell on a swing set.
Rather than penalize the owner, the commission opted for an educational approach, recommending native plantings and beaver-resistant wrapping. The board also found erosion controls at 206 Glenwood Road satisfactory and set a Ridge Road wetlands hearing for May 6.
