Panel finds riverfront breach on Pleasantdale Road

Rutland Conservation Commission catches a riverfront boulder breach, weighs rat-poison and knotweed bylaws for fall town meeting. Reviewing an as-built plan for 311 Pleasantdale Road, members found boulders placed inside the 100-foot riverfront buffer where no work was approved, and will schedule a joint site visit once staff coordinator Tamika reaches the homeowners. A Select Board member pitched nine potential warrant articles, including a second-generation rodenticide ban modeled on Sterling's bylaw, a Japanese knotweed treatment pilot funded by the commission's roughly $200 wetlands-permit revolving account, and re-adoption of a floodplain bylaw that Rutland passed incorrectly as a general bylaw instead of a zoning bylaw, a gap officials said leaves homeowners without access to federal flood insurance.
Members also encouraged a Troop 141 Eagle Scout candidate's plan to install six to eight owl nest boxes on town property. No votes were taken on the proposed bylaws; the commission expects to vote September 29.
