WESTBOROUGH — The Westborough Community Preservation Committee asked four applicants to submit full grant applications, including a contested request from St. Luke the Evangelist Parish for historic roof restoration funds. The committee chair said the parish's request raises the Massachusetts Constitution's anti-aid amendment, which limits public funding for religious organizations, and cited Kaplan v.

Town of Acton as the governing case. Resident Patrick Hallacy of 23 K Street pressed the committee on whether a confidential town counsel letter on the issue would be released; the chair said it would not. The panel also advanced requests for an $80,000 Piccadilly Brook Bridge installation, a $74,500 Wicker Conservation Area parking lot, and $65,500 in Ellis Walker barn repairs.

Full applications are due November 9, with funding decisions expected in December.
