Other Committee · Meeting of October 29, 2026
Worcester's Off-Street Parking Board approved a 10-year lease for 50 spaces at Pearl Elm Garage tied to a new affordable condo project. Parking Director Mark Kavitsky told the board the agreement supports 22 Elm Street LLC's $14.3 million, 22-unit condominium development, built with Mass Housing Commonwealth Builder Program support and partners Synergy Investments and the Planning Office of Urban Affairs. Chair Ryan Hacker called the deal "a wise choice for the city," and the board, with members Isidore Noseki and Kevin Durkin also present, approved it unanimously.
Kavitsky reported fiscal 2026 parking revenue of about $5.894 million against roughly $6 million in expenses, a net loss of $123,383, with Pearl Elm Garage occupancy under 30 percent, down from about 85 percent before the pandemic. The board also heard that a Union Station Garage waterproofing and fire-alarm project, estimated near $2 million, will require about $400,000 in local funding against 80 percent federal support, with bids due November 4.
