Appropriations Panel Votes to Raise Reserve Fund
Northborough's Appropriations Committee voted 4-0 to recommend doubling its emergency reserve to $350,000.
Other Committee · Meeting of October 27, 2026
Northborough's Appropriations Committee voted 4-0 to recommend doubling its emergency reserve to $350,000. Chair Scott Rogers led the roll call vote, joined by members Tim Kalin, Jeff Knight and a member identified only as Terry, who moved the measure after finance staff reported a 27 percent spike in the town's regional road-salt bid. Finance staff also told the committee the state's certified new growth value came in at $45 million, far above the $30 million figure used before April's town meeting, pushing unused tax levy capacity to $706,000.
Terry said the assessors "were off by 50%" and pushed for the assessor's office to appear at future hearings. Members separately discussed a roughly $70 million Peasley School project that would push the town's debt service to its 10 percent policy ceiling, and weighed how to approach a possible Proposition 2½ override. "I just don't get comfortable with how much we... underestimate our revenue side of it consistently," Terry said.
