Millbury Planning Board reviews $5.7 million downtown revitalization design amid parking pushback. BSC Group's Nick Mulholland presented preliminary Phase 3 plans for Elm Street, Canal Street and Howe Avenue, pegging construction at $4.365 million plus roughly $385,000 for traffic management and a $950,000 design contingency, with no funding secured yet. Resident Angel told the board her business corridor already lost 40 percent of its parking in Phase 1 and stands to lose 50 percent once Phase 3 is built.

Board member Francis DeSimone separately blasted an ANR application for 26 Sycamore Street as an attempt to "game" the zoning process by creating a non-buildable lot to later seek a variance, calling it "a game that's being played throughout this town." The board voted 4-0 to continue both the Sycamore Street ANR and a 100 Riverlin Street site plan review to March 23, 2026.
