Millbury Finance Committee approves $143,500 in year-end transfers, hears bond-rating warning. Chairperson Charles Cooper, Clerk Judith O'Connor, member Russell Wells and remote Vice Chairperson Jennifer O'Connell voted 4-0 to move money from Health Insurance-Town and Health Insurance-School accounts into fire utilities, legal settlements, IT and highway lines under MGL Chapter 44, Section 33B. Finance Director Katie McKenna reported Standard & Poor's affirmed the town's AA bond rating but assigned a negative outlook, citing "ongoing budgetary pressure fueled by rising costs and reduced revenue-raising flexibility." The $15.5 million school roof borrowing received the top short-term rating, SP-1+.
O'Connell asked what a "zero-based" school budget might look like; Cooper called the school budget "bloated." A consultant search for a town manager screening committee drew quotes of $11,400 and $15,000.
