Lunenburg Planning Board Approves Zero Reservoir Road Stormwater Permit, Sets Mass. Ave. Bond
LUNENBURG — April 27, 2026 — Lunenburg Planning Board approved a stormwater permit for a two-lot Zero Reservoir Road development and set an $18,500 cash bond on an unfinished Mass Avenue condo project at its April 27 meeting. The board unanimously approved the Zero Reservoir Road permit (PBSW 25-5) with a condition requiring Town Counsel to review a draft homeowners association document governing drainage maintenance, choosing the HOA format over individual deed covenants because it includes a financial mechanism for future repairs. At 711 Mass Ave, multiple unit owners appeared to describe persistent erosion and areas behind units five through seven where hydroseeding had never been applied; engineer Dan Sheehan of Haley Ward said he "personally wouldn't feel comfortable signing off on anything" until 75 percent vegetative cover is established, and the board set the bond — above the applicant's suggested $14,500, per a 30 percent escalator recommended by Graves Engineering — with no release permitted before November 1, 2026. The board also continued first-hearing stormwater applications for 60 Cross Road and 222 West Townsend Road to May 11, and opened an informal discussion of two tax-title properties on Hollis Road acquired by the town, deferring a formal vote to May 11 after determining the item had not been on the posted agenda.
