Leominster Conservation Commission closes school demolition hearing, issues wetland enforcement order

LEOMINSTER — April 28, 2026 — Leominster Conservation Commission unanimously cleared two major projects and issued a split-vote cease-and-desist against an unpermitted backyard excavation at its April 28 meeting. The five-member board, chaired by Stephanie Quinlan, voted 5-0 to close hearings and issue orders of conditions for drainage improvements at Burrage and Monoosnoc avenues and for the demolition and replacement of Fall Brook Elementary School at 25 Decicco Drive — the school project conditioned on execution of an on-site conservation restriction before any Certificate of Compliance is issued and full compliance with Natural Heritage and Endangered Species Program turtle protection requirements. A mixed-use redevelopment at 68, 70, and 72 Pleasant Street and an EV charging station proposal at 162 Hamilton Street, where a 550-square-foot concrete pad would introduce structural fill into a Bordering Land Subject to Flooding area near the Nashua River, were both continued to May 12. The enforcement order at 10 Wildflower Road — against a homeowner who proceeded with boulder and excavator work after being told a Notice of Intent was required and then stopped returning calls — passed 3-1-1, with Vice Chair Richard Gullick, Chuck Raymond, and Jordan Vachon in favor, Nick Venti opposed, and Quinlan abstaining as a direct abutter.
