Hubbardston Conservation Commission moves toward enforcement order on wetlands violator

HUBBARDSTON — June 9, 2026 — Hubbardston Conservation Commission moves toward a formal enforcement order against a New Westminster Road property owner over an unpermitted stream crossing. The commission, chaired by Brian Larchell, directed Conservation Agent Leanne to prepare and certify-mail an enforcement order to the owner, identified as Jared, who has not filed a required Notice of Intent or Request for Determination of Applicability despite a cease-and-desist letter sent months ago and a direct warning at a May site visit by members Brock Tramonara and Rich Clapham; the full commission will ratify the order at its July 7 meeting. The board also unanimously approved a positive Type 2A Determination of Applicability for Providence and Worcester Railroad's vegetation management plan along the Quabbin watershed rail corridor through 2030, and heard an unresolved public comment about a person who has been living out of a vehicle on town conservation land at Mount Jefferson Road and Malone Road for more than eight months, with the agent confirming that neither parcel's conservation restriction carries an enforceable camping prohibition. The meeting closed with the resignation of member Tony Coppola, effective June 9, after more than 12 years on the commission.
