Health Board approves 14 Mill Street septic variance

Board of Health · Meeting of September 8, 2026
Northborough's Board of Health voted unanimously to approve a reduced wetland setback for a septic replacement at 14 Mill Street and to let the health agent approve routine septic repairs without board review. Chairman Glenn French presided as health agent Chris presented the 14 Mill Street plan, which cuts the required setback from Cold Harbor Brook from 50 feet to 40 feet and swaps a standard soil test for a sieve analysis, replacing a cesspool Chris estimated at roughly 80 years old. The board also approved delegating local upgrade approvals, limited to failing-system repairs that don't increase flow, to the health agent, with an annual report due each September.
Substance use prevention coordinator Emily Tylek briefed the board that kratom became a Schedule I substance in Massachusetts on August 28, prompting one board member to say simply pulling it from shelves is "not getting that product off or out of potential hands of children and other adults who should know better." Epidemiologist Michaela Petty reported the regional health partnership spent down 99 percent of its grant funding and served more than 600 residents through nursing services this past fiscal year.
