Gardner Finance Committee Holds Downtown TIE Tax Deal, Drops Chief of Staff Bid

Gardner Finance Committee holds first-ever Tax Increment Exemption request while pulling Chief of Staff from agenda. The Finance Committee on July 1 declined to advance a proposed 15-year Tax Increment Exemption agreement with Arque Capital, a subsidiary of Matias Capital LLC, that would exempt the building value — estimated at $1,129,200 — at 94 Pleasant Street from taxation for 10 years to enable conversion of the long-blighted downtown property into six market-rate units. City Assessor Karen Butler raised concerns about precedent, saying she did not "see how that's equitable for the city" given other developers who have renovated properties without similar relief.

Mayor Michael J. Nicholson, who described it as the first TIE request of his administration, said the property had been in land court since 1996 and that without the exemption, the project would shift to a mixed-income model using low-income tax credits. The committee also unanimously granted the mayor's request to withdraw the Chief of Staff job description and accompanying salary ordinance — which would have set a starting salary of $70,000 — after Nicholson said the budget climate made the timing wrong.

The golf administrative assistant salary ordinance was split from a companion transfer station position and held after Councillor Judy A. Mack detailed governance concerns about the Golf Commission's handling of the proposal, including an implied hourly rate of roughly $47 compared with the prior employee's $19.66.
