NORTHBOROUGH — The Northborough Financial Planning Committee rejected, 4-2, a motion for detailed town spending records after reviewing a $95 million Peasley Elementary School budget. Member Mike Shocker sought line-item payment data from the finance director for town departments and Algonquin Regional High School within 90 days; Chair Ken Pickard joined him in support, but Dan Heck, Sue Sartori, Ryan Manes and John Rapper voted no, citing timing and burden. Town Administrator Stephanie Bacon warned the request risked becoming "an administrative function rather than a financial planning function." PMA Consultants' Karina Pena told the panel the town's share of the school project is projected at $72 million, with a 48.68 percent state reimbursement rate.
Superintendent Greg Martin said the project's roughly $10 million pre-kindergarten expansion reflects a legal mandate, adding "I do not see the town being able to afford universal free pre-K." Minutes from a September 3 joint summit meeting were also tabled pending corrections.
