Douglas ZBA Continues Westview 30-Unit Permit Hearing to July, Approves North Village Bond

DOUGLAS — May 6, 2026 — Douglas Zoning Board delays Westview 30-unit comprehensive permit to July, approves $300,000 North Village bond. The Zoning Board of Appeals voted unanimously Wednesday to continue the Westview, LLC public hearing — Case 2026-0330, Southwest Main Street — to July 8 to allow time to hire an independent peer review engineer, with the board identifying Stantec, BSC Group, and Tighe and Bond as the three firms it will solicit under MGL Chapter 44, Section 53G. A biologist and 30-year walker of the site, Joe Sissel of 14 Southwest Main Street, distributed Massachusetts Fisheries correspondence identifying Centerville Brook as a cold-water brook trout habitat and argued that an unnamed stream crossing the property — not shown on the applicant's site plans — is a tributary to that brook. Neighbors on Southwest Main Street pressed for a new traffic study, with Marcy LeBlanc of number 42 saying she had nearly been struck in her driveway twice in recent weeks; the board confirmed the town planner has already disputed the applicant's traffic counts. The board also unanimously approved a $300,000 performance bond for North Village — issued by Great Midwest Insurance Company through A.A. Doherty Company on behalf of North Brown LLC — clearing the way for the building department to issue permits on that separate 40B development on North Street.
