GARDNER — The Gardner Conservation Commission heard that a $350,000 citywide budget deficit could affect the future of the shared conservation and planning agent position. City Council President George Tyros told the commission the city closed fiscal year 2026 in the negative for the first time in years and carried that shortfall into fiscal year 2027 with no free cash reserve. Tyros said he could not find a City Council vote approving a 2018 decision that split the conservation agent's salary with a new planning agent line, calling it part of broader "financial games" with the budget.
Director of Community Development Stephens said he has worked to combine the conservation and planning duties into one role since early 2025. A decision on a citywide hiring freeze is expected around November 1. The commission also continued enforcement on the Sledge Road landfill, approved a shed project at 77 Kendall Pond East, and continued hearings on a cell tower at 677 Timpany Boulevard and a contested Mill Street home proposal to November 9.
