Worcester Redevelopment Authority defers Grand Hall lease after sole bidder and rival tenant clash over event space access. The board met July 23 and unanimously approved FY27 cooperation agreements with the city — $765,000 for operations and $700,000 for capital — as well as separate five-year bus terminal leases with Greyhound at $49,585 per year for three slips and Peter Pan at approximately $33,000 per year for two slips. The main discussion centered on a request for proposals for the Union Station Grand Hall restaurant and event space, which drew only one bid: incumbent Luciano's restaurant at $11,500 per month against an $11,000 minimum.
Attorney Mark Borenstein, representing neighboring tenant 961 Restaurant, urged the board not to rush a 24-month renewal, arguing that 53 events per year is "not a sufficient use of the Grand Hall" and proposing a flexible-venue structure using Massachusetts 12C caterer's licenses that could allow multiple operators to use the space. Staff raised legal complications involving Luciano's existing Section 12 liquor license covering the hall, and no vote was taken; the item will return at the August meeting following a board site visit and legal review.
