Westborough Town Meeting to Vote on Specialized Energy Code Bylaw

Westborough voters will decide March 21 on a bylaw change requiring stricter energy standards for a subset of new construction. Article 30, presented in a Westborough TV preview by Peter Flynn and Pete Dunbeck of Sustainable Westboro, would adopt the state's Specialized Energy Code, mandating solar installation and electrification pre-wiring for new fossil-fuel-using commercial buildings and passive house efficiency standards for new multifamily buildings over 12,000 square feet. Proponents say over 90 percent of new commercial buildings and more than 80 percent of new multifamily buildings in MassSave communities already meet or exceed the new thresholds, limiting the code's reach to a small minority of new projects.

The measure carries no direct cost to taxpayers; instead, adoption would qualify Westborough for the state's Climate Leader grant program, with current cycles offering up to $1 million per round toward large capital projects such as school HVAC replacements. Fifty-six Massachusetts communities have already adopted the code.
