Westborough Police Chief Asks Town Meeting to Fund Department Organizational Study

Westborough Police Chief seeks Town Meeting approval for first comprehensive department study since an incomplete 2019 patrol review. Chief Todd Minardi appeared on Westborough TV's "Article Showcase" preview program ahead of the March 21 Annual Town Meeting to explain Article 19, which would fund an organizational assessment and strategic planning project for the police department. Minardi said the department currently has 41 officers against a 2019 projection of 44 by 2024, and that minimum patrol staffing of four officers is reached "a good portion of the time." The study would examine command structure, detectives, civilian staffing, and specialized units — areas the 2019 review never addressed — and would for the first time include formal community input.

No cost figure was disclosed publicly; Minardi said firms were contacted for preliminary estimates but that a formal solicitation cannot proceed without a Town Meeting appropriation.
