Shrewsbury Select Board Approves Foley Infinity License, Raises Trash Bag Fees 15 Percent

SHREWSBURY — June 23, 2026 — Shrewsbury Select Board approved a 15 percent pay-as-you-throw fee increase and a conditional Infiniti dealer license at its June 23 meeting. The solid waste rate hike, which will add approximately $20.52 per year to average household trash costs effective July 1, passed 3-2 over the objections of Chair Teresa Flynn and member Carlos Garcia, who favored the 10 percent increase Town Manager Kevin Mizekar had originally proposed; member Greg Richards backed the higher rate, arguing the consumption-based program should shift more cost to heavier users and that Shrewsbury remains competitive with peer communities even after the increase. Separately, the board unanimously approved a Class 1 motor vehicle dealer license for RJ Foley Inc. DBA Foley Infinity at 894 Boston Turnpike — conditioned on the applicant satisfying all Planning Board and Zoning Board of Appeals requirements — after attorney Richard Ricker produced Registry of Deeds variances not found in town records and argued the June 30 Infiniti franchise deadline left no time to await a ZBA hearing. Mizekar, who took the oath of office for his fourth term as town manager earlier that day, also presented a reorganization plan introducing a deputy town manager position with 38 applicants already in the field and no net increase in full-time staff or budget.
