Millbury Select Board installs interim town manager, greenlights $15.5 million bond sale amid credit warning. The board unanimously appointed Assistant Town Manager Nicole Valentine as acting town manager, effective 4:01 p.m. June 18, succeeding outgoing Town Manager Karen, and authorized the town manager search committee, chaired by Ron Marlboro, to hire a recruiting firm for up to $15,000.
Finance Director Katie McKenna told the board Standard & Poor's affirmed Millbury's AA bond rating but revised its outlook to negative, warning reserves are likely to "incrementally decrease" without more disciplined budgeting. The board also approved the sale of $15,500,000 in bond anticipation notes at 3.50 percent and authorized $143,500 in departmental budget transfers. McKenna projected roughly $1,938,220 in new fiscal 2028 budget capacity, with employee benefit costs the biggest wild card.
