Rutland Town Meeting Approves Override-Linked Budget, Defeats School Assessment Increase

Rutland's Annual Town Meeting approved a Proposition 2.5 override-linked municipal budget and defeated a Select Board bid to fully fund the Wachusett Regional School District assessment. Finance Committee Chairman Darren Ross warned the roughly 350 residents gathered at Glenwood Elementary that drawing $660,058 in free cash to fully fund the school district if the override fails would deepen a projected structural deficit of $1.3 to $1.8 million the following year; the Select Board's amendment to restore the full $18,383,604 Wachusett assessment failed 125-225, and the Finance Committee's lower figure passed 242-113. The municipal operating budget of $10,047,102 baseline, plus $1,778,421 contingent on the override, was also approved, alongside a $360,000 stabilization fund transfer for layoff costs should the override fail, which cleared a two-thirds threshold 281-83.

Wachusett Superintendent Jim Riley confirmed the district had already applied $1 million from its $3.6 million Excess and Deficiency reserve to reduce town assessments, leaving roughly $2.5 million on hand. The override question — the outcome of which would determine whether the town lays off seven police officers, five firefighters, and four DPW workers — was headed to the ballot the following Monday, May 11.
