Town Meeting · Meeting of October 19, 2026

Berlin special town meeting voters shifted a $227,000 mid-year budget fix from property taxes to the town's General Stabilization Fund after competing floor amendments. Finance Committee member Mary Porter proposed the switch, arguing "this would not add to your tax bill," while Select Board member Peg Stone defended keeping legal and staffing line items intact, saying "I hate my taxes going up... but this is necessary to happen now." The final appropriation passed 113-36, drawing from a fund that held $1.9 million as of June. Finance Committee member Scott warned the town's excess levy capacity has fallen from $1.8 million in fiscal 2023 to $587,000.

Voters separately approved, 115-25, asking the 2027 town election to convert the town clerk from an elected to an appointed position, and approved $62,000 for landfill DEP compliance, $170,000 for 1870 Town Hall septic work, and a River Bridge conservation restriction modification, 118-8.
