Rutland Planning Board Clears Mental Health Farm Center, Estate Lot on Davis Street

Rutland Planning Board unanimously approves mental health center at farm property, estate lot on Davis Street. The board voted Monday to grant site plan approval for Human Connection, a family mental health and sensory integration agency led by applicant Meg Woodruff, to operate out of a house at 80 Hillside Road on an active farm, and separately approved an estate lot special permit for a 5.47-acre parcel at 43 Davis Street. Architect Jay Galan described the Hillside Road change as minimal — a small gravel parking area — with no structural alterations to the residential building.

Board members cited the "semi-public institutions of a philanthropic or charitable character" provision of the town's residential district allowable-use table as the basis for approval. Associate Member John Wamback's resignation, effective May 11, was accepted unanimously. The board also put developer Blair on notice that no building permits at Hilltop Estates will issue until an independent fire-flow test at the subdivision's top hydrant is completed and passes.
