Rutland committee postpones Rutland Heights RFP over DEP and dam questions

Other Committee · Meeting of June 15, 2026

Rutland committee delays Rutland Heights parcel RFP, citing unresolved environmental questions. Meeting with only three members present on June 15, the unnamed committee voted unanimously to postpone review of a draft request for proposals for the Rutland Heights parcel after members Dick Williams and Randy Jordan raised questions about DEP jurisdiction over a former on-site dump containing asbestos and kiln residue, a condemned dam on an abutting pond, and a water supply Zone A setback of at least 200 feet. Williams said the draft RFP failed to include promised language clarifying which portions of lot one were available for development: "So that's why there's questions about stuff, right?

What's going to be included? What's not going to be included?" The committee also debated whether to delay the originally planned July 1 publication to coincide with a Fox 25 zip trip event on July 24, but members noted a 10-day bid window before the August 3 closing date would be too short for applicants to assemble financing and plans. The committee voted unanimously to convene again June 25 at 7 p.m. with town staff Seth, Heather, and member Mike present, and separately recommended the reappointment of member Tim Narwalt on a unanimous voice vote.
