Rutland Commission Votes 4-0 to Release Northern Heights Land for Competitive Bidding

Rutland's Development and Industrial Commission voted 4-0 to release a request for proposals for the town-owned Northern Heights parcel and set an August 6 public bid opening. The roughly 51-acre property, encompassing parcels one and three, will be posted to the state Central Register on or about July 1, with bids due August 3. The RFP was adapted from a legal-reviewed document previously used for the adjacent Harbor Classics senior housing project, with updates limited to the property description and procurement officer designation.

Members debated how much to disclose upfront about a DEP designation affecting part of the acreage, with some arguing bidders must conduct their own due diligence and others pressing for earlier guidance. The commission agreed that post-bid appraisals, rather than a pre-bid valuation, were the more practical approach, given that different bidders may target different portions of the 51 acres.
