Members declined to authorize a private sewer connection near 211 Riverland Street into a manhole tied to a business identified as Mid-State, citing liability for roughly 1,000 feet of privately owned force main and unresolved questions about a nearby animal hospital's own pending connection request. The commission voted unanimously to bill the town of Sutton $67,502.41 for fiscal 2026 sewer costs, rejecting a fuller retroactive reconciliation that would have cost Millbury an estimated $60,000 in revenue.

"We didn't do anything wrong. It was just the way we were billing. We did it for 20 years," one member said.

The commission also approved a $891,973.80 quarterly sewer warrant, two betterment warrants totaling $78,750, and reelected its chairman while adding Happy Erickson as vice chair. The panel's next meeting is set for August 11.
