Mendon Water Board Averages Down Cape Road Customer's Bill

Mendon Water Commissioners cut a homeowner's $4,455 bill to a three-year average after a still-unexplained meter spike. Chairman Kevin Rudman and Commissioner Vincent Lloyd voted 2-0 to rebill Jay Keller of 10 Cape Road using the average of the previous three years' second-quarter charges, abating interest and any usage above that average, after his meter recorded more than 33,000 cubic feet of water use in one quarter while the town's wholesale purchase from Hopedale rose by only 6,000 cubic feet. "I'm not saying you should pay that bill," one commissioner said, "I'm saying we need to find out what caused that thing to go up." The board separately reported Congress approved a $960,000 earmark for Mendon's regional water and sewer project, tabled a second leak dispute at 21 Edwards Road pending a plumber's report, and learned three commercial backflow-prevention devices went untested in 2025 after the town's longtime tester retired.
