Hubbardston Planning Board reshuffles annual goals, puts aquifer district update at the top. The board voted 4-0 Thursday to formally adopt a revised project priority list, elevating modernization of the town's aquifer favorability protection district to number one after the town planner identified it as blocking progress on the sandpit project and commercial district review. Town Planner Alec reported that just over half of the board's 13-item goal sheet is already complete or underway, backed by roughly $200,000 in state grant funding.

He also briefed the board on two major state legislative actions with immediate local implications: the governor signed changes to MGL Chapter 40A last week, effective immediately, requiring towns to accept residential use variance applications and allowing non-conforming structures to be modified by right, and the Senate Ways and Means Committee on Thursday released a version of the economic development bond bill that, if passed, would allow by-right duplexes in any residential zone. The board added a third new goal, beginning preparation for the next master plan update, including pinning down adoption dates for the current plan's chapters, some of which date to 2017 and could trigger the state's 10-year renewal requirement as soon as next year.
